I love her hat, but I have to wonder if she only wore such a thing on very rare particular occasions. Maybe the only reason this lady wanted this photograph taken of herself was because she had this hat! So many questions unanswered.
I believe this to be an Edwardian Hat not a Victorian Hat as described by the original poster to Flickr

I don't know much about hats, but the rest of her clothes do look more Edwardian to me too.
